I know the pulley bolts should be replaced if you remove them, but what about the brake rotor bolts? I'm going to paint my wheels and will be pulling off rotors and pulley.
I've reused my rotor and pulley bolts twice and used red loctite and torqued them to spec and haven't had any problems. I have 19k on my bike. Reused them last time at 13k when i powder coated the wheels.
Do they really cost enough to worry about not replacing them? I think I would replace them. I agree with JRK5892 99% of the time. However, bolts are not bolts, over time they all stretch and lose hardness. Replace the bolts.

Yes, the manual specifies you have to install new ones each time. The reason is that when you torque 'em, they stretch. Same deal for the pulley bolts.
