Finally got the double sided tape off the tank 3m adhesive remover worked best, now I have scratches on the tank only noticible when you get very close to the tank. How can I remove these scratches I would hate to put the emblems back on.

Try Meguiars Scratch-X. I used it with great success on a similar problem. Buy yourself a cheap dual action buffer. I got a 6" one at my local auto parts place, get a couple of microfiber pads and go at it. You really can't over buff or hurt the paint with those buffers and the Scratch-X really does a great job. Finish it off with regular wax. I think for less than $40, maybe less than $30 you will be set.
