If I was at the license bureau and that guy came in to get a title on that it would go something like this:

me: no
hiim: y not?
me: no
him: it passes all the requirements..
me: no
him: y not??
me: it is so wrong, that it cant be right. no title.
him: y the hell not???
me: Officer, can you give me a hand with this gentleman.
