I'm running an 18 x 5.5 wheel, Softail fender, narrrower belt (20mm or ~ 3/4") and pulley. We did have to cut the fender horns and reweld them. Using an HD Tribar LED tailight. License plate attaches at bottom, which I cut smaller and bend up a bit. I don't recall spacers.
Sorry for the very late response, just missed this.
