At a full stop if you are having trouble finding neutral just try letting the clutch out a little with the bike in first gear (bike doesn't need to move more than an inch) and apply gentle upward pressure on the shift peg and it should slide right into neutral.
I,d pop the derby cover and check the clutch adjustment first. Prop your bike on a 4x2 to save your oil and if you are careful you can re-use the gasket.

went for a ride to get her warmed up and your idea didnt work.....so much for the easy fix.....guess its time to get out the tool box
There is a caution concerning the clutch adjustment. Adjustments should be done when the clutch is at room temp, If the adjust. is done while hot clutch slippage could occur. There is also a caution concerning the amount of primary fluid. Too much could cause rough clutch engagement, incomplete dis-engagement, clutch drag and/or difficulty in finding neutral at engine idle. The SM for my 02 and my 05 calls out 26 ozs. I can almost bet your 2000 takes 26 ozs.
Mine has always been hard to find neutral, not a over fill fluid problem just takes some getting use to... Big daddy33 advise is what I have always done to solve the problem and it worked for me.
trying keeping your ankle flexed "tightend" and moving your leg down , or up to click it in. youll be less apt to whip past neutral and into 1st or 2nd. its just a harley thing. every bike ive been on has a tight transmisson
