I think most would say, buy all the stuff and do the tear-down once. Will be less expensive. Especially if you are paying to have it done. But is is your money and there are a lot of choices. I had my '02 FL made to 95".
I sent the heads out for porting at total cost of $475. At the time SE heads were selling on ebay for $700+. Installed Wild Things TC2 geared cams that I got off eBay. Local shop bored the jugs.
Check out the engine build sections on several Harley forums and decide what you do want to spend your money on.

I do alot of 95 inch builds. I use Wiseco forged pistons, S+S 570 gear drive cams and use the stock heads with porting and polishing along with high lift valve springs and new valves. This combo has always yielded around 110HP and 110ft lbs or torque when using a good set of pipes and aircleaner.

I do not like the SE flat top pistons for a couple reasons. They are not high enough compression as i like to use either 10:1 or 10.5:1 pistons, and they are cast and not forged.

Had the S/E BB kit installed with the S/E 203 cams, are there better packages out there? Probably, the price was right. The bike that was converted is rode two up a lot and the BB really woke up the engine, in fact, two up I can play with the 96" engines and their six speeds up to a point. +1 on doing all the work at one time. Also consider new cam bearings (inner and outer) and cam chain tensioner shoes unless your go gear drives. Lots of decisions and it's all personel preference.

I always like to start with the cams but with the 570's they require head work to install them. How much money do you have to spend? If you dont have enough to do it all at once i would at least try to do the headwork and big bore all at once. Otherwise you will have to go back in to the top end when do the headwork. Also as i stated previously i like the wiseco forged pistons. I would never put a cast piston in a high performance bike. Im here in texas in 100+ degree weather and with 10:1 pistons you dont have to worry about detonation as long as you dont lug the engine alot. I will have to find the formula but for every point of compression that you raise the engine it gives you an approximate Hp gain.

I would personally start piecing things together and once you have a complete kit then do the install. If not you will end up tearing the bike apart multiple times which is a pain.
