Have never burned my jeans on any bike (HD or metric) with stock heat shields with or without slip ons. I'd have to point at the wrapped pipes as the culprit.

i have many pairs of jeans that have small cigarette size burns on the inside calf area of my jeans.

There is a guy on here that makes a gaunlet piece of leather that covers the calf area of the right leg.

i just chalk it up to the choice of exhaust and teh position of the exhaust in relation to my leg. 3 out of 4 of my bikes run both pipes on the right side of the bike. some are heat wrapped and one set is high temp coated with a heat shield.
