Only the VRODs and SE bikes come stock with hydraulic clutches. But the primary advantage of a hydraulic clutch is that it's self-adjusting - not necessarily reduced clutch pull. My FXDL has a lighter pull than any of my BMWs did - and they were all hydro clutches.
If you're talking about Harley's reduced effort (non-hydraulic) clutches, it's a combination of a new clutch cable, new clutch spring and inner/outer ramps. This system was standard beginning in on '06 and can be retrofitted to older models. You'd be amazed at the difference between an '05 Dyna and an 06/07 if you were to compare the clutch pull. And the clutch pull on the reduced effort clutches is lighter than on the VROD hydro clutches.
net/net: Don't let someone try to tell you that all cable pull systems require more effort than hydraulic system.
