That's what I am beginning to think I will have to do and I hope I don't have to remove the bags as well.....what a pain. All for a custom tail light. Even if I do get it installed, I will be wondering if I will get stopped because meet code. I know one guy Virginia who did get stopped with this same light and ended up having to get rid of it.
That is the Harley relo kit, and yes you will have to remove everything to get it off, that is why I ditched my factory bracket when I went with saddlebags. You can unplug the wires from the connectors to pull them through the hole.

If I have to remove all the crap then I think I will be in over my head and have to PAY some to do or assist. $^*# IT!

Here's the light I have only envisioned up to this point.
It is a real easy project, you can make your own setup like I did, which will cost less than that one, just a possibility. I posted a how to on my web site about it with wiring diagram.

I have a 03 DWG and like you said, the fastener is embedded in the plastic tail light and license plate bracket flange inside of the fender. I cannot get either to come loose and there just no way to get a hold of it to keep it from spinning. I am about to use a dermal tool to cut the fastener from the plastic, remove the bracket, then I should be able to get a hold of it. I will replace it with a regular nut and washer over the bracket flange. I have spent most the morning cussing the HD engineers., Good luck everyone.

Dont cut the plastic. Use a Dremel with a cutting wheel to put a notch in the threaded insert thats spinning. Then hold a screwdriver in the slot while loosening the bolt.
