I ride to work 21 miles one way(90% interstate) 5 days a week and then ride to my part time job 115 miles one way(US Highway) on Saturdays. I run the speed limit or 3-5 below. My average runs 46-49 unless it is the windy season(feb t0 may this year) in west texas. Then it drops to 42-45 mpg. I use the trip meter, fill up at the same pumps on the same side(lean angle). Just took a trip to New Mexico for Fathers day and got 51-52 mpg on extended riding. I have also noticed my mpg dropping during the colder months and gets better during the hot months. I think this is due to a change in density altitude with the thinner hotter air allowing the engine to perform better, especially since they run lean for EPA compliance.
Finally, I should mention that my last Harley was a 2006 XL1200L and it got almost exactly the same mileage except on extended trips(500+ a day) it got around 54-55 mpg at interstate speeds. I put 52,000 miles on it while I owned it. It was box stock also except for the last 1000 miles when I put on SE pipes. Mileage didnt change that I noticed before trading for my FXDI.

On my 04 FLHTI (88", 5 spd) I routinely got 52+ on trips of 200 - 600 miles, loaded up with clothes, etc. for 1 person for 3-7 days. Two up, packed it was 48+. This was using a shorter (9") shield but otherwise bone stock.
As soon as I did a Stage 1 and Rush 1.75" pipes I lost as much as 8-10 mpg.
I personally believe that the primary reason HD went with the 6 gal tank on the touring bikes was to compensate for the lower mileage. My 96" bone stock 09 FLHTC, (except for an 8" shield) while slightly heavier due mostly to the tour pak and lengthened frame, can't do better than 45 even on a gentle cruise trip. 40ish is more typical.
2007 Dyna Low Rider 6 speed..... Before V&H, PCIII and SE A/C, I averaged 49mpg with a windshield attached riding back roads.
Post exhaust mods and having the fuel mixture enriched, now averages 43 mph.
I have kept detailed records of every fuel fillup since the bike was purchased.
Weather, road, riding style and weight all factor into mileage. Highway miles vs City miles, wet or dry roads, weight of rider, winds, altimeter, humidity, and riding during a high or low pressure system can influence your outcome.
Mods listed in sig. Getting 38mpg consistently on the highway, but we're yet to see summer in Oregon. That means fighting 10-15mph crosswinds everywhere you go.
I'm thinking I'll see 42mpg once the winds subside.
Im about on average with most in here. around mid 40's average with stage 1, fuelpak, and shortshots. I did notice however that after i put on my cafe fairing, i have been getting a mile or 2 a gallon better. I dont know if its helping direct the wind around me a little better or what. (never rode with windshield). My wife however on her 2010 Streetbob (only python slipons, no other performance mods), consistently gets 51-54 mpg. Same mileage, she will pump 2.5 gallons while i pump 3.3. Of course its 120lbs differance from her on her S.B., than me on my W.G. That and i have a really heavy wrist sometimes.
I just did a 3300 mile or so trip up to Ohio and over to Virginia and back to Texas. I went. . . too fast. I averaged about 45 most of the trip, though I did better in the mountains (many miles of downgrades helping out I'm sure) and had a few tanks of 50 mpg or so. This was with about 40 pounds of gear I'd estimate.
I've got Screamin' Eagle slip-ons, the Heavy Breather, the factory download, saddlebgs and no wind vest or shield. (Never ever have had a bike with a shield, vest or fairing in 16 years or so of riding).
Around town I wish I got more. . . I average about 35 mpg.
