Try some Meguiars ScratchX it costs about $9...worked on my tank

You know what works for this? Believe it or not that cheesy colored wax stuff they used to hock on TV.I've used it for years, it can't really remove deep scratches like it does on TV but for swirl marks and fine scratches like you mentioned above it's great.
