Strange, because all I hear is tractor-trailers going to and from points east/north. I also hear some beautiful music coming from my butt, from the pork n beans I ate for dinner. Is that what envy sounds like, or does that make you think "yippee, a virgin."

If all else fails and everything checks out and the dealer has given you the all clear, then maybe it's time to think about canning the stock MUFFLERS for a more authentic Harley exhaust < i.e. sound> system.
If it does not change under any of the things you mentioned, I would suspect a tire, that is the only thing that really remains constant.
I have the same issue with my 2019 Fat Bob -have had it for about a year and this issue has popped up before my 5000 mile mark. The dealer mentioned the belt was a little lose and they tightened it up. The noise seemed to go away for a day or so but it did come back! I really doubt it was the belt..
So, I am wondering if it is the tire or even the rim.. Just like OP mentioned, I am not noticing any performance issues with this sound but it's super annoying.. I'll get it sorted out eventually and report back what it was -maybe help some others.

This thread is 10 years old, the fat bob isnt even a dyna any longer.

the original poster of this thread said it best, it really does sound like "wwooowwooowwwoo " and I don't think it's necessarily soft tail/dyna fat bob model specific -which is why I posted here by mistake originally.
It's sounds like a whopping noise, maybe wheel, brake rotor, or wheel rim related? I have taken it into the dealer in Glendale but I think they assumed it was the belt tension not being tight enough. Going to keep taking it to people or dealers that know this stuff really well until I nail it down.
