Due to the heat buildup inside of the bucket/ballast many have tried this but the ballast fry. You may inquire to any HID ballast maker or anyone who actually has experience in installing them into enclosed areas.
I do not care what anyone of you do but I do care if you do not do your research first prior to trashing your hard owned money. There is no reason why a headlight mounted ballast would not work if the headlight bucket is properly vented. I have asked all of these questions a few years ago from the manufacturer. I have also seen what will happen when you do this also in a long run. Do what you like.
Personally, my husband, daughter and I are running PIAA Xtreme White Plus Anti-Vibration bulbs in each of our bikes. Had them for 3 full seasons with no problems. Just dont ever touch the bulb with bare hands. Oils transfered to it will damage and shorten the life of the bulb. My Dyna and Hubby & Daughters Heritage all take the H4 bulb, which is the 60/55W = 110/10W bulb which replaces what we had and what's in the owners manual. It's plug and play as well, nothing extra needed. You can buy them at most any auto store or online at Amazon. Prices vary for the same bulb, so check around.
The PIAA is VERY, VERY BRIGHT AND WHITE. Can see ya coming a mile away. I run mine on HIGH beams all the time. Better safe than sorry. I also put the Harley HID Fog Lights on my engine guards. Love them.....and it really lights up both sides of the road at night to see them critters.

that is awesome! you extend the wires to hide the ballasts under the tanks? that is great man! if i did not have the huge lamp bucket on my scoot i would have def gone with your set up!

There seems to be a miss-print
"60/55W = 110/10W" should read "60/55W = 110/100W"which means just that.
Low beam drawls 55watts of power, but is equal to the output of a 100watt bulb and same thing with the 60watt=110 watt.
It really is about the lumens / luminous intensity of light and how far the projection/intensity of light really is. Watts/Square meter (W/M2)

Joe, as soon as the parts are all done being made on my 30 mm dyna set up, I am going to have Stu (my customer and proud owner) send them for gloss black Powder Coating because every post I read says you do the best work. I always go with the best and your pricing is the least expensive around and do perfect work!
I'll try the plug and play bulb first. i dunno bout the huid's i'm easily intimidated by resistors and ballasts. . Just me I guess. Ilike home electrics better than auto/bike.lol. Piaa's are expensive. imo.
Rocket23......... you can try a set of Sylvania Silverstars H4's if you're concerned about cost. We went with PIAA's because of their built in anti vibration technology. Dyna's tend to shake/vibrate .......as you well know, so we thought the PIAA's would be a better bulb for us. As I said in my previous post.....we installed them in the winter of 2007 and none have burned out so far. I run mine on HIGH BEAM constantly during daylight hours.

I believe he needs the H-13's not the H-4's, different connectors on the back of the bulb
