With pipes and engine cold try Asatone or MEP.

or possibly Acetone or MEK. Both available at paint stores. I used rubbing compound when I melted my cheap rain paints on to my pipes.

I only clean them when really hot with easy off but you want the pipes hot.

I have used SOS soap pads, not the scouring pads and it took mine off without scratching the chrome

Take a piece of aluminum foil and fold it dull side out. Heat to running temp. Shut down. Spray easy off and rub with the aluminum foil until it is gone.

Easy Off is really the easiest way to go. Actually engine doesn't even have to be hot, but it works a little better if it is. Leave on all night and wipe with a damp sponge the next morning. Piece of cake.

I've recently had this issue, and used a razor blade to get the big chunks...then Easy-off the rest. Works like a charm.

I was in Ace hardware today and saw a product for cleaning dirty irons. (not golf clubs, the laundry kind). It made me wonder if it would work for your problem.
