That is one Photoshop'd image. If you look you can really see the edits the magazine did. I don't know if I like this bike or not.
The idea of the tank is cool.

the primary battery is a cool idea to stash that sucker... before you go buy a oil bag to cut up, look at some fire extenguishers, i have used those to make oil bags in the past do not see why it could not be cored out, hindged and have your electronics placed in there,

Can't say for sure but pretty good chance it was a one off fabrication. Did you try Googleing the builder or check out Hot Bikes's site for more info?

It does look like the frame has been stretched in the seat area.

I would use a tank with the battery box in it and notch the tank and cut the ends off to make them removable caps to put the electronics in.

If you just want to get rid of the look of the stock battery box just mount a tool bag to it. Take the band off and use windshield type screws w/ acorn nuts. I did it to my 06 and left one of the screws out then got a boat type 12v cigarette lighter type plug added a inline fuse and some crimp on wire eyes to connect to the battery, use it to charge cellphone etc. Also a good place to keep an ipod, registration, etc.
