man, this is like deja vu I remember reading the same stuff in a different thread. Think the consensus was that <09 = 10" 09+ = 12" definitely not 8"

Consensus only counts when accurate. HD says they are 8's Pretty easy to read right on their web site. The ones on yours in your sig pic look like 8's as well. But then you know the old joke about what men tell women is 6".....
As far as 16's and being above your shoulders... If you are a barhopper, no worries, if you are a long hauler, maybe, it is a matter of personal comfort and only you can determine that.
i went 14 on two inch risers and wish i'd gone for the 17s carlini offered in the bars i got.
seeing as how your bars won't be on risers, but rather sitting in the integrated risers, you'll get a true amount of rise from the bars only. (a 16 inch bar will put your hands 16 inches above the top tree.)
personally, id go 18 inches and call it a day.
go outside with your wife or girlfriend (or a buddy if you're lucky enough to be single) and have him stretch a measuring tape to each length.
Well since I was very curious and have some time to kill, here is the REAL story on the Street Bob bars:
09 bars are 10" rise, part number 56951-09 They are 32 wide tip to tip, 6.5 wide at the base, and have 8.75 pullback. So unless you special ordered your bars, they are not 12" on a stock Street Bob.

You measure center to center, or from top of the bottom section to top, you measure actual rise, not total height. HD measures center to center.
