Turned the bike on tonight and the high beam rocker was on, so I went to turn it off, and no matter which postion I put it in, the light doesn't change, and the indicator does not go off. The high beam is on. Anyone know how to fix it?

It could be as simple as one filament inside the bulb has broken, but stuck itself to the other filament. Check the bulb closely, you could just need a new bulb. Don't look at the bulb closely while it is lit, as two filaments lit up together are impressively bright!

Reason: Revised.
Could also be the contacts inside the rocker switch being closed all the time for the high beam. Get a meter and read it out to make sure that the contacts are breaking when when you move the switch to low beam position.
Had the same issue arise on a friends bike. Turns out the ground wire in the harness had broken and the path was from the bucket through the forks and to the frame via the neck bearings. Ran an external ground from the bucket/forks to the frame and the light returned to normal.
Go figure...
I'm not saying this has happened to yours, but its something to think about
