Handle Bar Controls

I recently bought a 2007 Super Glide. I had a Softail which was easy to adjust the handlebar controls (clutch, brake). Seems to me that I need a special tool to adjust these controls. They look like Allens, but I've tried American & Metric, they just don't fit. Is there a special tool? Thanks in Advance.

The loctite is important on these though.
