ok... we here ALL know about the immense vibration issue with the dyna passenger peg mount design. i think i may have stumbled upon a solution.
the main reason those pegs vibrate so badly is because 1) the mounts are connected to the swing arm and 2) they are spaced a good deal away from the swing arm's fulcrum. wouldnt it make sense to add an adjustable passenger footpeg mount that moves them forward to be in line with the swing arm's fulcrum? i mean im no engineer but i have a feeling it will get rid of it or at least lessen the problem. here is the part im speaking of;
I'm not aware of the problem and my passenger has never complained. It also looks like the peg mounts are very close to the swingarm pivot for my aftermarket mounts.
Well, my lady has never complained about vibration, but I did want to get her something more than footpegs for her feet to rest on. I ordered her some mini-floorboards from J&P Cycles with vibration isolators that matched my own floorboards, they came in two days ago. They have all the adjustments necessary to fit her. It will be a while before my bike build is done and we can hit the road again, but perhaps vibration isolated floorboards will help solve your issues.

i was looking at jp's foot boards last night. which ones or vibration isolated?
I have not noticed any vibration from the passenger pegs. On long rides, I will use the rear pegs for another positions for my feet, switching between the hiway pegs, mid controls and rear pegs.
Bolts to a bracket which in turn bolts to the bottom of the frame. I re-checked the starboard side and it does not mount to the swing arm. The peg is attached to a bracket that mounts directly to the upright on the frame.
Not the greatest shot of the area in question but you can see it right in front of the saddle bag:
