When I installed new bars my throttle wasn't returning either. Turns out they powdercoated the whole bar including where the grip goes and it was just enough to make the grip tight. I had to sand the whole area to bare metal & then it worked fine.

Sounds like maybe (i) the spring is not reinstalled correctly to 'spring-load' the throttle butterfly valve (goes up behind "8" in the TB diagram) ... (ii) one of the keepers is not installed correctly to secure the ends of either the throttle or idle cable ends (the little ferrule that the ball seats into item "14" in the grip diagram) ... (iii) the cable expander nuts are not set ... although this would pretty much have to assume either (i) or (ii) were also true ....
The service manual describes the steps, but I find these illustrations can be pretty useful as an aid in helping describe something like this ... hope it helps ....
One other thing is that sometimes the cable sheath gets hung up on the guide sleeves on the IAC bracket that the spring hooks on ... make sure that the cable sheats are seating properly ....

Im having an issue with the retaining rings, they are os different sizes / thickness and I Dont know witch is the throttle and witch is the idle one.
I cant make the idle one fit the casing...
