Default Ground Wire on Tree

Guys what's the point of the little black wire on the right top of my triple tree? Can I remove it and be fine?

I didn't really think it mattered much either but a friend with a 07 Street Bob like mine recently had his bike apart and after putting it back together, including a new braided brake line, he told us all that the line was getting super hot where he couldn't even touch it. Another friend (both are members here) asked if he had reattached the ground wire to the triple tree. The first friend said he hadn't so after reattaching it he claimed it fixed the red hot brake line problem.
Sounds weird but I guess weirder things have happened.

Just a guess the riser bushings are rubber, they are like insulator, you might need ground from frame to triple tree to handlebar. I am not sure if the hand controls need ground or not, I wouldn't think so. I don't see any problem leaving the ground there, it doesn't bother me at all hehe.

Ok I better just leave it lol! I have red poly bushings now. Took the rubbers out they were too soft.
