Forecast for rain
Its not really slang, It is a referece to the wicked witch in the wizzard of OZ. It is common to use something like that to get out of doing something you dont want to do, but there is no good reason that you dont want to do it.
examples would be
you say something "might melt if it gets wet" of course we know this wont happen, but it gives an excuse for you not to take something out in the rain, and sounds better then "I baby it, and dont want it wet"
you want to go home early from a party or something you might have an exchange such as:
Them: "What a puss, it isnt even 12 yet, why are you going home"
You: "Dont you know? I turn into a pumpkin at 12"
This being a reference to cinderella,
Or this same one can be used to raz (tease) your friend.
Your friend is leaving early and you want them to stay and have fun, you might say :
"What the H#ll is the matter with you? What, are you gonna turn in to a pumpkin if you dont get home?"
what this is doing, is basically stating to them that they have no good reason to go home, so they should stay and party.
It is basically using commonly known themes from common stories to make a point, or an excuse.
