Should be noted that in 2008, HD used a shallower guide bearing... to much side load and it wore out quick. ... hence the revision in the p/n. Get the Timken/Fafnir replacement... it's cheaper that what you'll pay at HD and will last longer.
I had my rear bearings go out, coming back from Sturgis in '13.. was a pain the butt.
and yes, install the rotor side bearing first, seat it, then after installing the internal spacer, bring the other bearing up snug to the spacer. Sets all your tolerances for brake rotor...etc.
