Your best bet is to go with some saddlebag mounting brackets and a rear turn signal relocation kit. There are a number of brands out there ,I have a pair of U.S. Saddlebags on my FXDC. THey can be locked to the bike and have quite abit of cargo room. Hope this helps.
I have a preference for Easy Brackets. But as with most detachable brackets, you need to relocate the turn signals. Its a hassle at first to do the relocate, but it opens your bag options and size choices ten fold.

Found a set of leather throw over bags that fit my 2010 FXDC without having to move the rear directional lights, Bags fit between the shocks and lights with out modification. Quality is good but bags are a little small.
