Problem Maintaining Speed/Jumping motor

I don't know how better to explain this so here it goes: When I am cruising and attempting to maintain a speed(any speed) the motor is "jumping". It seems like the motor isn't staying as a constant flow of fuel or something like that. I am assuming it's the carburetor. Or maybe the fact it was about 45 degrees out when I was riding but the bike should have warmed up after 30 mins of riding. Any suggestions?

What year bike? Are you sure it's not EFI? If carbureted, what carb?

I'm not for sure. Just bought the bike and I am not savvy on engines by any means. It's a 2002 Dyna Super glide

I don't know if it matters but i have Vance and Hines pipes on there with the baffles cut out. And when I'm on the throttle or letting off there isn't an issue.
