This is the primary drain, it fits flush to the bottom of the case under the clutch.
What year and model bike is it? Someone with the same year/model might be able to verify what type of plug it is. My bike is a 2006 FXDBI and the primary drain plug is NOT flush with the case and it's NOT a torx bolt. you can use either a socket or an allen wrench on it.
I don't know if you have an air compressor or an air hammer, but an air hammer with a screw knocker will most likely take it out if you have a lift and can get to it.
If you don't have all the aforementioned tools use a breaker bar, a socket with the correct size Torx bit and a hammer.

Sears sells a great set of helical extrators. not like the ones at Home Depot or Lowes. these guys are real stubby, have 12 teeth on them, a hex head to fit a socket on, and a 10 piece set ranges from 1/8" to 3/8". Just choose the one that fits about 1/3rd of the way in, give it a light tap to set it, and it will do the rest. They are tapered, so the harder you pull, the more they try to screw themselves in.
It's a 2004 Wide Glide. I looked real close with a mirror (don't have a lift) and it definitely looks like a torx. A T-27 will grip until you put pressure on it to loosen, then it just turns. Planning to go to the dealer on Saturday, buy a new plug and try some of the suggestions on here to get the old one out.

Since I'm always interested in learning things I don't know **** about, can you post a pic of your primary drain plug?
In no way, shape, or form will my 05' primary take a socket.
Seriously, I'm not trying to be an *** - but my wife says it comes naturally...

go back to the guy that did your last change and have him fix it. He was the last to work on it and he probably stripped the bolt or installed it too tight to allow removal without stripping.
