Default '01 FXD compensator assembly

Pulled my primary apart to check someone elses work (another story...) and found the 1/4" thick spacer was on the inside of the spring cover; service manual shows it outside under the nut; parts book shows it next to the rotor (wrong...that's for shimming chain alignment) With it on the inside the compensator woudn't have full function, with it on the outside, under the nut, the ramps engage more...am I right??? I put it back together on the outside under the nut...I know; I should have taken a few pics while it was open...

I think you're right and I've attached some pics that show that spacer next to the nut outside the spring assembly.
I'm not sure it would matter for the spring on which side the spacer is on but I would wonder if the spring assembly being spaced out 1/4" would make it rub on the outer primary.
