My 07 Street Bob works the same way. So, either that's the way it should be or we have the same problem. I always wondered about that but never looked into it.
Its the neutrel safty switch that prevents idiots from starting their bike in gear and having it take off from under them WTF just happened I started my bike and it took all by its self. Can you start your car in gear? Its the same principal.
My '09 FXD will start in gear with clutch pulled in, although sometimes you can feel it lurch a bit depending on whether or not the plates are sticking. Perhaps your clutch is just really sticky and the starter can't spin it, or else it's some safety feature they discontinued by the time '09 rolled around.
edit: Try it again when the bike is hot from riding for awhile and the clutch plates should be loosened up pretty well.

I sure can start my car in gear. The car with the manual gearbox, that is. Have I ever done that without disengaging the clutch? Yup. But it can't be as exciting as doing the same thing on the bike, so it's a logical precaution.
I'll be doing a mod just as soon as I figure out the wiring. I know most of you seasoned riders never do this, but I've choked it down a couple times at a stop sign. I sure is embarrasing trying to find neutral with car horns blasting.

thats brutally honest.... sounds like you need practice.
Yeah, I need to adjust the throttle, it's got at least 3/8 to 1/2 play in it. If I'm not paying attention and roll back the play when I stop, I kill it every time.
