Default Charging system/Stator/V Regulator

I charged and tested my batt which a year old and it is at 12.78 VDC. Put my meter on it and revd the engine and it was still at 12.78 VDC. I did a continuity test on the stator pins and got continuity then went from stator lead to case and got continuity. I then started the bike and got 16 VAC at the stator up to 55VAC when rev'd. So either way it should be good and bad. Has anyone ever had this problem. I took it to several different mechs and they are all baffled. Does anyone have any answers? Thanks in advance.

whats coming out of the regulator???

I was told to check the regulator check it at the batt and with it running it is 12.13

With the engine idling it should be 13.1 to 13.2 then around 2200 rpm the voltage should go up to 14.2 to 14.3. Thats just voltage, you need to test to see what the amp output is.

If you have continuity between either stator lead and ground (engine case) that is a problem, (just to be sure were on the same page this was checked with the stator disconnected from the regulator, right). Either the stator is shorted, or the wiring between the stator and conncector is shorted... my vote goes to shorted stator.
