I'd put my money with USMAMule. Sneak over to the softail section and ask the same question. This is a very common problem over there. The clearance between the shift lever shaft and the bushing is so tight that the least little bit of dirt/corrosion will cause it to bind and not allow the shifter to return to center. Tear it apart, clean it up and lube it and you'll be back to normal.
Thanks for all of the replies and input. You all have given me some good suggestions to check out. I understand the point that Maddghost was making, but Rawhide actually interpreted my original post correctly. The problem is not that I am coming to a complete stop and then trying to downshift. The problem is that I am unable to downshift while I am in the process of coming to a stop (or even just slowing down) unless I lift the shifter slightly as described in my original post. This is a new problem on a new bike. I never had this issue on my previous Dyna. Tonight I will try a little WD40 on the pivot points and see if that fixes the problem. Hoping it’s not the return spring or something else in the tranny. Even if it is covered by the warranty, I’d still hate to have to open up the tranny on a brand new bike.
Anyway, thanks again for the suggestions. I’ll report back and let you know how it turns out.

I also figured that was what you meant. Simply oiling might work...but if it doesn't please try removing the shifter arm from the shaft and actually cleaning that thing out to bare, shiny metal before ripping anything else apart.
