i am not sure if the handle bar movement and the wobble are the same prob or two in one. true track sounds like most of the answer for the high speed wobble from what i can tell. i installed a TT on my ol 08' FLHX and it took most of the wobble out. the dyna set up is totally different beast. i cant wait to see what a difference it makes on my dyna.
as far as the bar thing..... have a good mechanic look at your front end homie. maybe something is loose or something not right in your lowering kit maybe? running a fork brace above fender will stiffen up that wide glide also.
