I go by feel and the bump method. While running down the road, hands loose on the bars bump the end of the bar with the palm of your hand.
If you get ANY shutter then it is too loose.
If you get it too tight then the bike will not want to follow the road, it has a tendency to wander because you will lean and the bike will not correct itself, and when it does it over corrects.
Once you get a feel for how you like it just you will know when it gets to loose again.
Mine I have to tighten up every five k or so.
One side note, my top washer under my big nut bent and even though the bolt was tight the washer was keeping the neck bearings from being tight enough. A thicker washer took care of that.
