I think the fact that they called you to tell you that they are having trouble matching the paint speaks volumes for the painter. Some places would slap some color on there and tell you it's ready hoping you won't notice. Give them time to do a good job.
Actually, I had to call them because another day went by without a word. I do give them credit for not trying to pass it off on me, but they should have told me rather than wait for me to call.
Have they put your old fender back on so you can ride and they can order a new one from Harley that will match. My brother had to do that with his Road King tank a few years back.

Getting factory parts from Harley can take months.
Like others have said get you original fender back on and wait it out while you enjoy you hard earned bike.
Good call on the letter. You just bought this bike and i am sure the dealer stressed the survey that will be sent to you... anything less than 10's on the survey impacts how many new bikes that HD sends them. A smart move on HD's part, make the dealers accountable for their customer service shortcomings.
Make sure to tell the GM if its not resolved to your satisfaction expect a assreaming when the survey arrives as well as you contacting HD directly to let them know what is going on.

Customer service in this area is not very good. Locals call the area "low country", I call it low expectations country. It doesn't mean i have to accept it, but I'm going to give them the opportunity to make it right before I raise hell.
I dropped bike 6mths ago, it was red hot sunglo and the insurance would not give me new factory painted tank,
the repair shop done good job on repair of bike but you can tell the colour match is not perfect.
The painter just wont have the colour to match it, you will notice it in certain light, if looks good outside then take it inside or under different lighting

The only way to break the cycle is put your foot down. I am sure they have been good to work with but if you don't puff up some on them then you set the standard for future interactions. They gotta remember 1. your their customer 2. your not going to let them roll over you.
I respect you giving them the chance to make it right, but if they don't know your pissed and that there is repercussions for poor customer service then how will it ever get any better? A good friend of mine works at the dealer where I got my bike, I asked him if I needed to buy elsewhere to keep the friendship because he knows how much a pia i am when it comes to buying/service/etc... He almost suggested a different dealer even. lol
A few years ago I had no choice but to lay the bike down as I was cut off in the intersection crowded with traffic, well my sporty got pretty smashed up.
it took 3 months to get my bike back.
Most of it was waiting for parts from Harley. So they say.
I called every other day on it.
I guess only being a sporty I wasn't on their priority list.
Well I got off their list completely and went to another dealer for my SB.
Did the painter use a non harley paint? Like having the paint scaned and made up. I would figure that their should be no reason for him not to use factory HD paint. Can't imagine what 1 pint of HD paint costs.
I'm waiting for them to open this morning. Trust me, the pissed-off state didn't subside with a night's sleep.
I've already outlined the solution I expect and I'm following through with it today.

They're getting an earful about how to follow through with commitments too. I'm tired of every commitment they make turning into extra days because they ordered wrong or failed to anticipate an issue.
