Why didn't you get a Load Equalizer for less than half that instead of adding more lights? Besides that, why even run front signals, they are useless, IMO.
Have they put your old fender back on so you can ride and they can order a new one from Harley that will match. My brother had to do that with his Road King tank a few years back.
Its a new bike, I wouldnt accept anything but a new factory replacement fender. So much for quality control... It sounds to me like the bike shouldnt have ever left the factory

Nah, I use my signals; unlike most of the people around here.
I chose the Joker LED's in the spur of the moment while on vacation in Mexico. I don't mind the extra light. They're small and inconspicuous. I'll see how we'll the mirrors work before I scrap one or the other.

I just read that somewhere in a license plate / tai light post. Every bike after 1970 requires signals. I don't know why, the only people in Savannah that use them are old farts who don't realize the signal is on !!
Traffic laws in this area are just a suggestion unless Barney Fife wants to cite you for something.
I had to get a new gas tank on streetglide. the shop wanted to paint it, but I told them I wanted a new one from the factory. I would not want any paint work done on a new bike. A new factory painted fender is about $600. If its under warranty, demand a new one. Harley paint is not hard to match, but it sounds like the painter is an amatuer.
The same thing happened to me. The day I picked up my 2012 FXCD I found a scrape the size of your fingernail on the front of the tank. Luckily I found it during my inspection or they wouldn't of done anything. It came from the factory like that. Since I wanted this color, this bike was brought up from another dealer they own. How this got past the factory and two dealers, first as it was set up after being delivered and then at the second one as they were changing my bars, I'll never know.
They ordered a new tank from the factory that day and 6 weeks later they picked up my bike, (since I live 90 miles away) and changed it out. I also got a free service job. They were all really nice and the owner of all those dealers even told me in person he was sorry.
They also ran dye in my motor to make sure the engine wasn't leaking. After 300 miles the bottom cylinder gaskets looked like they were. They swear it's gasket sealer and it will stop. I only got to put on another 200 miles before I put it up for the winter and a little bit of it had came back. They said if it didn't stop they would check it again and do what they had to.
Anyway hope things work out for you. I know how you feel, the waiting, the being pissed, and being upset.
