First you have to isolate which one it is front or rear. Disconnect wires from rear brake pressure unit on rear brake line. If light goes out that's it, if not check front brake handle. Inside the housing is a little contact, see if it is broken.
I isolated it to the front. I have never touched the front brake or lever. The bike only has 2000 miles on her. If I pull the lever forward and wiggle it around the brake light goes off for a sec or two. Could the switch be stuck?

I had the same problem with my fat bob and just fixed it. It's a bad master cylinder that's not returning the brake lever out all the way.
The brake light is off when the lever is pushed out and, in turn, pushing in the brake light switch. So what happens is when the master cylinder piston is failing it does not push the lever out all the way and makes the brake light either stay on or flicker.
You can get a master cylinder rebuild kit from harley or after market.
