Ive got a 2012 fxdc with full exhaust....mach 2 intake...and a PV....im getting around 35 mpg....i mainly ride city and pretty hard but im hearing of others with stage 1 getting 45+.... Why such a difference?? Could it be solely riding style??prior to the stage one as far as i can remember i wasnt ever getting over 45mpg...i havent mounted the PV yet so i cant wait until i do to get more of an accurate reading....

It has to do with your tune (and riding style) Most tuners add a certain percentage of extra fuel to compensate for the factory lean-ness and your additional mods. When I was running stock with pipes, I was getting around 42mpg. After the intake and tuner, closer to 35-38. This was because fuel was bumped up a few percent across my rpm range. This is probably whats going on with your bike.
Some of you getting over 40 even after a tuner, congrats! More fuel doesnt always make a bike run better, and you found the lucky sweet spot between performance and mpg!!
