Wow 3% of say 100 decibels well that is still 97 decibels and the law up here (stock Harley) run around 87 decibels.
Jaybob you could look into bct monster baffles. I can't be sure but they may make products for T/H pipes..... worth a try. But a thunderheader is meant to carry it's name.
My friend target64 has a T/H and it's loud and deep but it sounds so sweet not to mention making great power. I'd put one on but I live in Canada, bunch of woossies up here I'd be pulled over twice a day. Up here they can pull you over just for the noise + I live in a very quiet community.
You are going to have to keep your eyes lit for cops and control your volume with your wrist. You see cops ahead just upshift and idle by!

It'll get tougher everywhere. The Federal law actually passed in 1983, ( that little stamp on your stock pipes,) but has been found to be unenforceable because of the inconsistency of the laws city by city. I've got a Patriot Pipe on my bike. It has a baffle to adjust the volume to the riders liking. I modified it with a handle to quiet it down to get a couple of miles away from the house before I put it back where it belongs when I get to the stop sign at the State Route.
Sound travels far and wide at 5:00 a.m. out here in the country and folks I've never met have come up to me and asked if I was the rider that passes their house just after 5:00 a.m. every morning. Some smile, some don't. I'm trying to be a good neighbor.
On the way home though at 5:00 in the afternoon, all bets are off and the baffle stays open.

BCT baffles are usually less than 100$. Google it. : big city thunder monster baffles. Any thing you do to make it quieter chokes off some power. Usually high-end torque and power.
Look in the end of the pipe with a flashlight. You will see the square baffle. Use a long blunt object hit with a hammer to bend 3 of the 4 flats out toward the wall of the pipe. This will make the tone Just a little deeper and a little more mellow when cruising. But most importantly it will eliminate the famous thunderheader flat spot on the bottom and greatly improve throttle response. This picked up 7 ft lbs for me under 3500 rpm and lost nothing on top with my old 95". I've had Just as good results on other bikes too. Some have even picked up on top too.

Ok this sounds pretty simple. I just bend 3 of the 4 flaps outward toward the baffle and this will direct the exhaust toward the baffle more effectively. Do you happen to have a picture of what your pipe looked like from the back when you were done?

oh no he didnt let me go. He actually fined me $95. I know the bike is loud but I have heard louder. Seems like the guys with narrow pipe and fisheye tailpipes are just louder than sh*t. I love the sound of the thunderheader but I dont want to get a bunch of tickets. does anyone have any pictures of the tabs bent outwards? Does it really make much of a difference sound/performance wise?
