I just did over the weekend.
There are four bolts. Two in the struts you can see from the outside and two on the inside that go into the turn signals.
To change the turns signals, you should only have to take out the rear two bolts. Believe its a 1/2", jacking the bike up gives you more room.
I had my dyna up on the table,strapped down,the placed a scissor jack toward the rear as you would do to change the shocks,take the pressure off the bolts by raising jack, pulling the bottom bolts on shocks, start raising the bike till you have enough room between tire and fender to work,pivits on swing arm, let her back down install shock bolts, easy way to change a tire on the road also,
on my old shovelheads its a little easier cuz the hinged fender but same thing

I just installed the HD luggage rack on my '11 Bob and it required me to drop the fender.
I Jacked it, took out the lower shocks bolts and lowered the wheel, removed the 4 four strut bolts and then removed the inside brackets. After that you should just have to disconnect the wiring. Note: you may have to remove the reflectors. Use dental floss and gas to clean the adhesive off.
Confused? I didn't touch my shock bolts to remove my rear fender. I had the tire off for work, took the two bolts on either side of the fender, fender moves up disconnect the wiring plug under the seat and tywrap, off it comes to work on the lights or whatever.
