In a bucket with the cleaning soultion dip the filter in and out and swirl it like a "washing maching." After few times when you are ready to rinse, take a garden hose and from the inside of the filter have the water pour out. This will get any left over crap and sloution out. After filter drys you can spray the K&N oil on the filter till all of it is pink in color. Let it sit and check if you missed and spots (I usually do another quick once over).
^ This right here. This is a proven method that I have used for a long time. You in no way shape or form want to leave these filters dry as you can damage them and just end up paying for a new one anyway. Also too much oil can cause issues as well. You just need enough to make the filter a sort of pinkish color. Slap it back on the bike and go ride.
