The crossover you refer to in the 2:2 equals exhaust pulses which helps to negate reversion.
the header merge of a 2:1 does help in scavenging. the 2 pipes of smaller diameter emptying into the larger merge pipe helps to empty the other non-firing exhaust pipe.

One purpose of a exhaust system is to provide a means for the exhaust gases to be removed from the cylinder, preferably quickly and completely. The term for that is scavenging. Back pressure is a term for resistance (obstruction of flow). A cylinder with residual exhaust gases has less room available to accommodate the incoming charge of gas and oxygen. Obviously, the more gas and oxygen you can get into a cylinder the more power you will achieve. Scavenging not only helps empty the cylinder, it also helps drawing in the new charge by producing a negative pressure. Unless a 2:1 system has a crossover pipe one cylinder does not help the other in scavenging like it does in a 2:2 system.
This is very basic, there are a lot of other factors that come into play (valve timing, rpm, wave length, pipe length, diameter etc...)
You got the 2-1 and 2-2 reversed. The whole reason 2-1 pipes allow for so much torque is that they are the best for scavenging. 2-2 pipes need the crossover to basically mimic what 2-1 pipes do.
The reason for 2-1 is maximum power potential. Period.
I am running 2-1 Bassani Road Rage. I think its a bit too quiet. If I remove the baffles, will it affect the scavenging effect then? Or should I go with some other type baffles from BCT for better sound but same or better performance?

Am running a 107 ci w/TW555 cams on a 2008 FXDC.
I recommend calling Bassani and asking them if they offer a different baffle. Or if their baffle is wrapped, if the wrapping can be removed. I do not recommend removing the baffle completely

I got 2.5 inch baffle for that pipe, I never get to install it on my bike if you want louder get the bigger baffle and take the packing out....
