My 07 Ultra did the same thing while on a trip.
The bike cranked good and ran good but would not drop below 2,500 rpms.
Did it some on the second day then stopped on it's own.
I pulled the battery cables for about a hour to reboot.
Then checked all grounds and tightness of the battery cables.
Still did it from time to time but in short intervals, until
A friend that knows hd's inside out said it really is a normal thing to happen on some of the 07's. The when the engine is turned off and it is at a higher rpm the ecm will think that is the rpm is that high. It corrects itself though time.
After that I made sure it was on the correct idle and never had that problem again.

I am not saying this is the same as my bike was but it is worth a try. It's free and easy.

Thanks guys, I started on it last night, I ran a Q-tip up in there and it is filthy, I have to get some carb cleaner, on the way home today, I am going to work on it tonight if we aren't in the dark from the ice. I'll let you all know.
If you already got the carb cleaner, it should be fine but throttle body cleaner is a slightly different product so get that if you can.
When you do go to clean it, put a clean rag in the intake behind the IAC to catch the gunk that comes out. Also, if you cycle the ignition a couple of times when you are spraying it the motor will move in and out and you'll get it cleaner doing that.
Hey, I took your alls advice cleaned the crap out of the sensors, it started way better and sounds quite a bit better as well as you can tell from being in the garage, we got ice and rain this weekend and there's salt everywhere, hopefully it'll be gone in a few days
