I was installing my PCV on my 2007 Street Bob and as I was putting it all back together I noticed these two little suckers hanging free. They are the wires that come off of my rear O2 Sensor. Not very handy when it comes to electrical and I cant find anything under the seat or in reach of the wires that seem to be missing their plug.
If that is the rear 02 sensor harness then it looks like it is missing the connector housing that went around it, which you should have just used the supplied "sensor eliminator" to plug [plug would go on the ECU side), this cable to the pipe would then just be left unconnected.
On the PCV the front and rear sensors are not used (hence these systems are referred to as "open loop").
It looks like you might have pulled the cable right out of the connector housing though.
