I recently bought a 2000 FXDX, and love it! However, I have a friend who is going to swap out the stock handlebars for some 9" t bars. I was wondering what else was needed to swap the bars. My buddy mentioned something about new grips and a gauge mount. Are these both necessary? Can someone explain why the new gauge mount is necessary?

Because right now your gauges are mounted to your top clamp. T bars have no top clamp. Maybe consider doing risers instead you can keep your mount
Lemme try and help here. I have an 05' FXDC w/ ten inch risers, stock gauge mount stayed. You will need throttle cables and a brake cables. You'll prob have to order risers that tall, I doubt Harley would have em.
Most times you can get away with roughly 9-12in off the top tree without changing anything. There's more than enough wiring stuffed in the neck and under the tank to reach, just cut some ties and reroute. Same with cables, although the brake line can sometimes be "adjusted" plan on getting one sooner than later. Or have yours lengthened by a hydraulic shop. Places like Death Squad normally have bars in stock ready to ship. West Coast T-Bars sometimes has a backorder. Southeast Custom Cycles keeps em in stock too, but that's a few days away by mail. Rummage through the "Thug/Club style dyna" thread in here and you'll get tall bar overload.

Depends on what grips are on now. If they are stock grips you can remove them and reuse them. If they are glue on grips you gotta buy new ones. Pick up some poly or solid bushings also if your going with tall bars
