Wide glide axle question

Wide glide axle question
Long story short,
Brother bought used 2010 wide glide, no book, waiting on manual to come in.
Front tire has no weights and feels like there is a flat spot when traveling at hwy spd mostly 6th.
Question? What is the torque specs for 1- the axles nut and 2 the brake caliper? We are taking the tire off to have balanced in about half hour.
Bike only has 3600 miles, 460 were put on yesterday for a pre sturgis break in his *** ride.
