I'm installing black rocker covrs on my 07 dyna. when installing the rocker arm support plate, the service manual says that both push rods should spin freely but they are not, i beleive that it is at tdc. any help would be great.

 

Motor has to be at its base circle...both pistons and lifters down..adjust by spinning back tire in 5th with no plugs....it seems lifter would have to pump down first...BOOK IS PRETTY GOOD ON THIS PROCEDURE - if you mess it up - you can bend things...
