Bearings must be pressed or driven in (it really does not matter) by applying force to the OUTER RACE. If you apply force to the inner race it will ruin the bearing - every time.

From what you have said - and I don't mean to be insulting - this is the only possibility I see. Wheel bearings are not fragile - it takes a lot, to cause them to fail.

I wonder if I can just replace the hub? Does HD sell just hubs? The rim is $600.

If the hub is 2 piece and just unbolts, your parts guy may have an available part number for just the hub. Worth a try.

Update: I spoke with the mechanic about the damaged wheel. He told me not to buy a new one, the damaged one could be repaired by his friend at a machine shop. I picked it up from the dealership and took it out to him. He said he would have it sleeved, like sleeving a cylinder. He called back and said there wasn't enough material left in the hub to sleeve. He then stated the damage wasn't his fault and didn't think cutting the bearing spacer too short would cause the damage, it must be a faulty wheel. He said instead of buying a new wheel I could possibly "shim" the bearing so it would fit tight in the wheel! Unfortunately I paid him in cash and don't have a paper trail, otherwise we would be going to court. I ordered a new wheel from Ronnie's today at a cost of $482. This was an expensive mistake. This guy has a good reputation around town, sorry I ever took the bike to him.
