Battery draining on 99 Sportster Sport

Battery draining on 99 Sportster Sport
When hooking up the battery I'm getting a large spark, the relay is hot before turning the key on. Pretty sure it killed 2 new batteries. Its a friends bike and I'm trying to help get it running for the last few Michigan rides. I haven't found any physical damage to the harness to ground it out but it is defentally being grounded out.

If it were a short to ground, the 30 amp main breaker would trip.
To find out for sure if there is a short to ground in that wire, disconnect both ends, then check for continuity with an ohmmeter, one probe to the frame, the other to either end of the wire (remember, the wire must be disconnected at both ends).
If that wire is shorted to ground, you will need to trace the wire between the breaker and the switch and find the fault.
