starter issue

starter issue

good evening all. I have a 2011 flhtp, and after getting it tuned at Harley, (I don't know if this is just coincidence, but that's when I noticed it) the starter is dragging(?),like the battery is dying, a very slow crank. I tried a new battery, but the issue is still there. any ideas and or solutions/suggestions would be most appreciated. Thanks
