Default HELP!!! Ground spring in the risers?

On my 01 Softail Springer---

There was a ton of mods and upgrades when I got it and I got all of the original parts in the deal. Well I have decided to change the bars and install a set of Mini apes off of a Heritage. Cables look to be plenty long. While looking at the manual, it says in the OEM riser there is a ground spring (??????) It also say to attach the ground strap to the spring. Now I have the spring but there is only 1 of them. Is that correct? The manual only shows one side with one riser with the spring. I can make a ground strap---but what does it attach to? The manual does not say. I am guessing from the bottom of the spring and the washer on top of the rubber bushing to the top of the riser to ground the bars to the rest of the bike. The manual gives no clear direction and I am hoping somebody here has some experience on this.

I am not sure about your specific bike, but there is usually a ground that comes off of the main wiring harness that attaches to somewhere on the triple tree. It looks like on your springer they are grounding it through the riser. What you want to attach to that is part number 30 on this diagram:

Thanks. I have not started taking things apart yet. As of now, wires are run INSIDE the bars that are in place now. I have not started looking for the ground wire. It is my guess that the purpose of the ground strap is to extend the ground connection complete to the bars and I am guessing that the metal in the spring itself is not a good conductor and the 2 rubber bushings are a player in this, too. The spring itself will be in contact with the handle bars itself.
