Update: The fairing is back together and everything is working. I zip tied all the wiring nice and tight so it can't move going down the road. Still don't know what exactly caused the problem in the first place. Keeping my fingers crossed it doesn't give me any more trouble. Thanks Dan for all your help. At least now I'll know what to do if I do have any more trouble.
I know this is a 3 1/2-year-old thread however, I thought I would describe the "Wiggle Test," recommended in the HD Electrical Service Manual, for those who may have a similar issue.
The wiggle test checks for the presence of intermittent connection breaks in a wiring harness.
1. Use a digital multimeter to read voltage changes in wires, switches, and connectors.
2. Make a multimeter connection between two in-line points on opposite sides of a harness, connector, or switch.
3. Start the motorcycle or turn the ignition to the run position.
4. Wiggle or shake the wiring harness leading into or away from the switch/connector.
5. If the multimeter reads changes in the voltage an intermittent connection has been detected.
This will help isolate any loose connections or broken wires.
So I had the same issue in my 2011 Roadglide CVO Ultra. And after all the diagnosing that I could do, I realized that the light relay was not seated properly. I must have taken it out and when I put it back, I must have inserted it incorrectly. It will actually sit in a misaligned slot beneath where it is supposed to go. Duh!
